According to the statement provided by his spouse, Eliseo Muñoz, a resident of Valparaíso, traveled to Chillán with her and a friend. They stayed at a house in the Irene Frei neighborhood. The following day, Eliseo Muñoz, along with two other men, headed to the city center and did not return to the boarding house where he was staying.
Witnesses recounted to the family that he had been detained, along with his friends, after passing by the market. According to other testimonies, those arrested were taken to the Regiment, where they were seen, after which all trace of them was lost.
Considering the background information gathered and the investigation conducted by this Corporation, the Superior Council reached the conviction that Eliseo del Carmen Muñoz Alarcón was detained by State agents and disappeared while being held in that status. For this reason, it declared him a victim of human rights violations.
