On September 8, 1976, the body of Domingo Enrique MARTINEZ VALENZUELA, a street vendor, was found on a bank of the Mapocho River in Santiago. According to witness accounts, he had been detained at his home in the early hours of September 5, 1976, by military personnel wearing black berets.
The Commission formed the conviction that Domingo Martínez was executed outside of any legal process by state agents in violation of his human rights.
