Cesar Enrique Salazar Riquelme, a communist militant, died that day at 7:45 hours at Posta Nº 3 from a gunshot wound to the cranium, as recorded in the Medical Death Certificate from the Legal Medical Institute.

According to statements from family members, César Salazar, a member of the local leadership of the Juventudes Comunistas in the Third Commune of Santiago, worked at the Dirección de Aprovisionamiento del Estado (DAE).

On September 11, 1973, he remained at his workplace along with other colleagues from that service. As he did not return home, the following day one of his brothers went to the DAE in order to learn his status. The facility was under the control of military personnel. Some colleagues informed him that the affected individual was at Posta Nº 3, suffering from a gunshot wound to the cranium.

Considering the evidence gathered and the investigation carried out by this Corporation, despite not having been able to establish the precise circumstances in which his death occurred, given the time of the event and its cause, the Superior Council declared César Enrique Salazar Riquelme a victim of the prevailing political violence.
