Case summary
Cecilia Magni, a 32-year-old high-ranking leader of the FPMR, was detained, tortured, and executed by State agents in October 1988. Her body was found in the Tinguiririca River with signs of torture, days after she had fled following her participation in an armed attack in Los Queñes.

On October 21, 1988, a group from the FPMR led by top leaders Cecilia MAGNI CAMINO and Raúl PELLEGRIN FRIEDMANN attacked the town of Los Queñes, where a Carabineros corporal was killed; following this, they began their escape through the mountains.
Days later, on October 28, 1988, the body of Cecilia Magni was found in the Tinguiririca River, and on October 31, the body of Raúl Pellegrín was found as well.
According to autopsy reports, both bodies presented contusive injuries and signs of the application of electricity.
Regarding the body of Raúl Pellegrín, it is noted that the cause of death was asphyxia by submersion in water and thoracic-dorsal contusions, which were caused by blunt instruments, given their topography and depth and the absence of external lesions.
The Commission, having evaluated all the information received, has reached the conviction that Cecilia Magni and Raúl Pellegrín were detained, tortured, and executed by State agents during their escape, and therefore considers their deaths to be human rights violations for which said agents are responsible.
