On September 11, 1986, Cecilia ADELAIDA PIÑA ARRATIA, 22 years old, who worked as an operator in a textile workshop, died. At night, in the La Victoria neighborhood (Santiago), she was in the street when she was mortally wounded by a bullet fired by civilians traveling in a private vehicle.
The testimonies and information known to the Commission indicate that in the same context, apart from the shots fired at the victim, an explosive device had detonated and Carabineros arrived at the scene, engaging in a shootout with unknown individuals.
Nevertheless, they agree that the shots fired at Cecilia Piña were carried out beforehand or simultaneously by the occupants of the private vehicle. There is no evidence that there were demonstrations at the location, but it is presumable that the act of firing a firearm in the context of the detonation of an explosive device and on the date of September 11 (of clear political connotation), was carried out with a political motivation.
In view of these elements, the Commission is convinced that Cecilia Adelaida Piña was a victim of human rights violations committed by private individuals under a political pretext.
