On August 30, 1983, at the intersection of Calle Cordillera and Avenida Apoquindo in Santiago, at approximately 09:00 hours, an attack was carried out against the Intendant of the Metropolitan Region, Major General (Ret.) Carol Urzúa Ibáñez, which resulted in his death and that of his two bodyguards. The victims of this attack were:

Carol Miguel Angel URZUA IBAÑEZ, Major General of the Ejército (Ret.), 57 years old, Intendant of the Metropolitan Region.

Carlos Manuel RIVEROS BEQUIARELLI, 1st Corporal of the Ejército, 30 years old, belonged to the Armored Cavalry branch and was assigned to the Central Nacional de Informaciones (CNI); and

José Domingo AGUAYO FRANCO, 34 years old, 2nd Corporal of the Ejército, belonged to the Transport Service, and was assigned to the Central Nacional de Informaciones (CNI).

On the aforementioned day, when Major General (Ret.) Urzúa and his bodyguards were leaving his residence located on Calle La Cordillera, upon reaching the intersection with Avenida Apoquindo, they were attacked by a group of individuals who were feigning being in a broken-down car, and by others dispersed throughout the area.

The vehicle was subjected to crossfire, receiving 62 bullet impacts. As a result, Major General (Ret.) Urzúa suffered five gunshot wounds, dying instantly. The two bodyguards also received several direct impacts that caused their deaths at the scene of the events.

The testimonies received by this Commission and other analyzed records allow for the affirmation that the authorship of this act corresponded to a group of militants from the Movimiento de Izquierda Revolucionaria (MIR).

The records allow for the conclusion that this was a terrorist attack, where the perpetrators acted with the advantage of surprise, preventing any defense by the victims against the aggression.

The Commission holds the conviction that Major General (Ret.) Carol Urzúa Ibáñez, 1st Corporal Carlos Manuel Riveros, and 2nd Corporal José Domingo Aguayo were victims of a human rights violation, committed by militants of the Movimiento de Izquierda Revolucionaria.
