On July 16, 1976, the Spanish economist and United Nations official Carmelo Luis SORIA ESPINOZA, a member of the PC, was killed by DINA agents. The victim had been detained the previous day. The following day, the victim's car was thrown by agents into the El Carmen canal, in the La Pirámide sector, with the keys in the ignition, the doors locked, some windows broken, and missing the radio and all seats except the driver's, along with a bottle of pisco to simulate an accident.
The victim's body was thrown into the same canal and was found on the 17th, one kilometer from where the car was discovered.
The Commission formed the conviction that Carmelo Soria was executed by state agents, in violation of his human rights.
