Museo de la Memoria y los Derechos Humanos[1]
On October 30, 1973, Carlos Raúl BAIGORRI HERNANDEZ, 31 years old, a teacher at the local school and a Communist Party militant; Germán Simón CARCAMO CARRASCO, 24 years old, an employee of Socoagro and a Socialist Party militant; and Ramón Domingo GONZALEZ ORTEGA, 37 years old, an employee of the Internal Revenue Service with no known political affiliation, were executed at the Caupolicán Regiment in Porvenir.
These three individuals had been arrested separately at their respective homes on earlier dates and, after passing through other facilities, were taken to the Caupolicán Regiment in Porvenir. In the early hours of October 30, the victims were taken from the place where they were sleeping and led by non-commissioned officers to the regiment's firing range, where they were forced to run and were shot to death.
According to reliable testimonies presented to this Commission, the detainees were executed at the firing range at 04:00 hours on the 30th, with the intention of carrying out an exemplary measure.
The official version of the event, published on October 31 in the newspaper La Prensa Austral, stated that the detainees had escaped on October 29 at 24:00 hours and had been located by patrols sent in their pursuit approximately 20 km from Porvenir.
It added that upon failing to heed the order to halt, the soldiers fired and killed them. The bodies were handed over to their families several days after the events.
The Commission formed the conviction that the deaths of Baigorri, Cárcamo, and González were, in reality, extrajudicial executions, constituting grave violations of Human Rights. Contributing to this conviction are:
-The existence of reliable testimonies regarding the manner in which the events occurred, specifically that the detainees were taken by three non-commissioned officers from the barracks where they were being held;
-That it is not plausible that in such a short time and given the conditions, the escapees could have fled 20 km;
-That it is also not plausible that an escape could occur from a facility with the level of surveillance present in a Regiment, even more so when there are detainees inside;
-That credible testimonies received by the Commission indicate that the victims had been told they would be released the following day, which makes an escape attempt even more implausible;
-In no case does it seem plausible that, in order to recapture unarmed fugitives, it was necessary to kill them all.
