On October 2, 1973, Mauricio Segundo CAYUAN CANIUQUEO, 22 years old, a laborer, and Carlos Humberto GARRIDO OCAREZ, 19 years old, a street vendor, were killed after being detained on a public street that same day by personnel from the 12th Precinct of Carabineros.

The families were informed that the detainees had been taken to the Estadio Nacional, but their detention was never acknowledged at that facility. Subsequently, the victims' bodies appeared at the Legal Medical Institute, bearing multiple gunshot wounds.

The death certificate for Carlos Garrido states the cause of death as, "a set of multiple gunshot wounds with projectile exit in the head, thorax, abdomen, and limbs." The time of death is recorded as October 2 at 23:30 hrs. The certificate for Cayuán was issued in similar terms.

The Commission has reached the conviction that the deaths of Mauricio Segundo Cayuán Caniuqueo and Carlos Humberto Garrido Ocarez constitute situations of human rights violations, as their detention by State agents is verified and the circumstances of their deaths provide evidence of the actions of armed agents.
