Carlos Humberto Astudillo Monsalve died that day at 3:00 hours, on Calle Ecuador, due to multiple gunshot wounds, as recorded in the Medical Death Certificate from the Legal Medical Institute.
According to testimony from family members, on the morning of September 25, as he was preparing to leave for work, he was detained at his home located in the commune of Quinta Normal by Carabineros officers traveling in an institutional van. The police told the family that they were taking him in for questioning.
The following day, his sister received a phone call informing her that the victim's lifeless body was lying on Calle Ecuador, near where they lived. When she arrived at the scene with another brother, the body had already been removed, and neighbors in the area told them that their relative had been executed on that same street.
Subsequently, his body was identified and claimed from the Legal Medical Institute by family members.
Considering the evidence gathered and the investigation conducted, the Superior Council of this Corporation reached the conviction that, while in detention, Carlos Humberto Astudillo Monsalve was executed by State agents outside of any legal process. For this reason, he was declared a victim of human rights violations.
