Julio Alberto Muñoz Serpa died that day at 6:30 hours, on Camino Lo Espejo, due to craniocerebral gunshot wounds, as certified by the Medical Death Certificate from the Legal Medical Institute.
According to family members who witnessed the events, both were detained in the early hours of October 16, at their respective homes in the La Palmilla neighborhood, Conchalí commune, by members of the Fuerza Aérea who were conducting an operation.
Pedro Troncoso Saavedra was also detained on that occasion; he was declared a victim of human rights violations by the Comisión Nacional de Verdad y Reconciliación.
These three individuals were taken from their homes in the presence of family members and lined up on the public street alongside other residents. Subsequently, they were taken to the Carabineros police station in the sector.
Days later, and following an intense search, their bodies were found and identified by their family members at the Legal Medical Institute.
Considering the gathered background information and the investigation conducted, the Superior Council of this Corporation reached the conviction that Carlos Germán Candia Vásquez and Julio Alberto Muñoz Serpa were victims of political execution by State agents, outside of any legal process and while they were in detention, a situation that constitutes a violation of human rights.
