According to testimonies known to the Commission, a public bus that had been stoned at previous barricades arrived at the location and the protesters let it pass; however, as it was passing, unidentified individuals who were on the bus step fired at the protesters.
Antonio Ovidio Sandoval was wounded and subsequently died due to a facial-cranial-encephalic gunshot wound, according to his death certificate. According to another testimony, the same subjects had fired previously and did so again afterward, in different locations, before getting off.
The evidence presented allows for the presumption of a political motive on the part of the perpetrators. This Commission is convinced that Antonio Ovidio was a victim of a human rights violation committed by private individuals under a political pretext.
