Case summary
Carlos Germán Maldonado Torres, a 41-year-old agricultural worker, was detained by civilians and military personnel on October 21, 1973, in Santa Ana de Chena, and has remained forcibly disappeared since that time. His detention occurred alongside a friend following a soccer match, after an altercation on a public road while they were in a state of intoxication.

On April 16, 1984, Carlos Enrique MEZA TORRES, 32 years old, a 1st Sergeant in the Army assigned to the Maintenance and General Support Battalion in the Cerro Navia district, was killed in an attack.
During the early hours of that day, the victim was performing guard duty at high-voltage towers at the Endesa Substation in the Cerro Navia district. Upon seeing individuals acting suspiciously, he approached them and ordered them to stop. The individuals fled while firing shots, one of which struck Sergeant Meza, who later died while receiving treatment at the Posta Central in Santiago.
The autopsy report concluded that the cause of death was "thoraco-abdominal trauma caused by bullets, with projectile exit."
Based on the evidence presented and considering that the attacked patrol was performing its service duties, the Commission has formed the conviction that 1st Army Sergeant Carlos Meza was killed by the actions of private individuals who, under political pretexts, violated his human rights.
