Other Localities in the Province
On September 14, 1973, Carlos Alberto SEPULVEDA PALAVECINO, 33 years old, a teacher, Sub-delegate of the Ninhue commune, and a member of the Partido Comunista, was killed by Carabineros from Quirihue.
The victim was killed in his own home by the aforementioned carabineros. No explanation was provided regarding the motives the agents of authority had for acting in such a manner. His spouse, upon verifying that Sepúlveda was still alive, requested that a local nurse be allowed to come, which was not permitted.
The death certificate from the San Nicolás Cemetery lists the cause of death as: "military confrontation." Police authorities ordered him to be buried immediately.
All evidence indicates that no confrontation took place, and it must be added that this was not even alleged by the Carabineros. Furthermore, they did not allow him to receive medical assistance when it was likely still possible to save his life.
The Commission formed the conviction that Carlos Sepúlveda was executed by State agents, which constitutes a violation of human rights.
