On September 15, 1973, Blanca Marina de la Luz CARRASCO PEÑA, 27 years old, a Fine Arts student, member of the Movimiento de Izquierda Revolucionaria (MIR), and student leader at the Universidad Técnica del Estado (UTE), was killed.

On that day, the victim left her home to go to the Posta Central to see a fellow student who had been wounded. On the way, she was detained, apparently by Carabineros, as there were witnesses who later saw her at the Macul police station of that force. That same day, she was taken away in a truck, apparently to be transferred to the Estadio Nacional.

Days later, her spouse found her name on a list at the Instituto Médico Legal, where she had been admitted as a John Doe (N.N.). According to the respective certificate, her death had occurred on September 15, 1973, at 11:00 PM, just minutes after she was removed from the police station, due to "complicated thoraco-abdominal gunshot wounds"; the body had been found on a public thoroughfare and sent by the Grecia police station of the Carabineros.

The Commission reached the conviction that Blanca Carrasco was executed by state agents, which constitutes a violation of human rights. This conviction is based on the fact that the victim's presence in a police facility is documented, and that she was taken from that place with the apparent destination of the Estadio Nacional; that she appeared dead from gunshot wounds, allegedly abandoned in the street; and that the victim was a political and student leader.
