Case summary
Bernabé Ulloa Luengo, a 21-year-old construction worker and supporter of the Unidad Popular, was arrested at his home in Chillán by agents of the Policía de Investigaciones on October 15, 1973. After being taken to a barracks of that institution, all trace of his whereabouts was lost, and he became a victim of forced disappearance.

On October 15, Bernabé de San José ULLOA LUENGO, 21 years old, a laborer and sympathizer of the Unidad Popular, was arrested at his home by agents of the Investigaciones police. After being transferred to the barracks of said institution, all news regarding his fate or whereabouts was lost, despite the countless efforts made by his family.
Given that his detention by State agents has been verified, this Commission is convinced that the subsequent disappearance of Bernabé Ulloa can only be attributed to his captors, who violated his human rights.

REPRESSIVE SITUATION
Bernabé Ulloa Luengo, single, 21 years old, a construction worker with no known political affiliation, was detained on October 15, 1973, at approximately 07:00 hours, at his home in the city of Chillán by members of the Investigative Service under the command of detective Luis Opazo.
A police officer with the surname Fernández was also among those who carried out the arrest. After the property was completely raided, the police proceeded to intimidate the residents with their firearms to prevent them from speaking to one another.
Bernabé Ulloa was tied with his hands behind his back, nearly naked, and placed into a pickup truck to be taken to the Chillán Investigative Headquarters, from where he disappeared. In the afternoon of that same day, his family appeared at the police facility to inquire about his situation, but they were met by the same detective, Luis Opazo, who threatened them with his service weapon and ordered them to leave the premises, warning them never to ask about Bernabé Ulloa Luengo again.
JUDICIAL AND/OR ADMINISTRATIVE ACTIONS
On August 13, 1990, Ms. Verónica del Carmen Ulloa Luengo, the victim's sister, filed a complaint for presumed misfortune before the First Criminal Court of Chillán, in which she set forth the circumstances of the arrest and subsequent disappearance of Bernabé Ulloa at the hands of members of the Chillán Investigative Service. As of the date of this report, the case is still in progress.
