Case summary
Froilán Arriagada Jara was a Carabineros non-commissioned officer prosecuted for the aggravated kidnapping of six farmers in the commune of Quilaco, Biobío province, between September and November 1973. Due to his involvement in these disappearances during the dictatorship, the Chilean justice system denied him provisional release in 2002, deeming him a danger to public safety.

The Court of Appeals of this city has once again rejected the request for release filed by four retired Carabineros, one active-duty officer, and four civilians implicated in the forced disappearance of six farmers from Quilaco, Biobío Province, during the military regime, between the months of September and November 1973.
Those indicted are retired police officers Víctor Zambrano Rubilar, José Burgos Sandoval, Sergio Salazar San Martín, and Froilán Arriagada Jara. Also included are Carlos Sepúlveda Rivera, who is on active duty, and civilians Juan Carlos Burgos, Eugenio Villa Urrutia, José Gutiérrez Ortiz, and Exequiel Celedón Barrera.
The appellate court's resolution upholds the decision made in the first instance by the substitute judge of Santa Bárbara, Loreto Peña Salazar.
