2. CASE REPORTS
On May 11, 1983, the day of the First National Day of Protest, two deaths occurred:
Andrés Adalberto FUENTES SEPULVEDA, 22 years old, worked as a taxi driver. During the night hours, Carabineros intervened in the La Victoria neighborhood (Santiago), where demonstrations and disturbances were taking place.
Credible witnesses stated that three carabineros fired shots toward the neighborhood and quickly left the scene after Andrés Adalberto Fuentes fell mortally wounded by a bullet to the head.
The Commission presumes, based on the testimonies and known background information, that Carabineros made excessive use of force, violating the human rights of Andrés Adalberto Fuentes and causing his death under circumstances that compromise the moral responsibility of the State.
Víctor René RODRIGUEZ CELIS, 16 years old, a primary school student, was killed at the Rotonda Lo Plaza (Santiago) while protest demonstrations were taking place during the night hours. The autopsy report indicates that he died due to thoracic trauma caused by a bullet, with no exit wound.
The background information known to the Commission does not allow for the determination of the origin of the shot; however, due to the characteristics of the event and its context, it allows for the conviction that Víctor René Rodríguez was a victim of the political violence existing during that period.
