On March 26, 1985, in the city of Concepción, the following individuals died as a result of an explosive attack:

-René Osvaldo LARA ARRIAGADA, 32 years old, 2nd Sergeant of the Armada and,

-Alejandro del Carmen AVENDAÑO SANCHEZ, 41 years old, Non-Commissioned Officer of the Ejército.

On the night of that day, Televisión Nacional broadcasts were interrupted by political proclamations issued by the clandestine radio station Liberación. It was determined that these broadcasts were being transmitted from a hotel in that city, where the radio transmission equipment was found.

While the equipment was being inspected by personnel from Order and Security, an explosive device detonated, causing the instantaneous death of Non-Commissioned Officer Avendaño and causing serious injuries to Non-Commissioned Officer Lara, who passed away hours later at the Regional Hospital of Concepción.

Two other Non-Commissioned Officers and an official of the Carabineros de Chile were also wounded in the incident.

The autopsy reports performed on both victims concluded that the precise and necessary cause of death was multiple traumatic injuries resulting from an explosive device.

Having established that both officials were performing service duties and that the act had a clear political motivation, the Commission has formed the conviction that 2nd Sergeant of the Armada René Lara and Non-Commissioned Officer of the Ejército Alejandro Avendaño were victims of human rights violations, as they died as a result of an explosive attack carried out by individuals acting under political motivation.
